To transfer a domain from one account to another, PKNIC requires an authority letter from the present domain registrant — the owner of the domain, not the agent or technical contact.
The authority letter should be printed on the company’s letterhead bearing the official seal.
The letter should contain the account information the domain is being transferred from.
… and the account where the domain is intended to be transferred to.
For the citizens of Pakistan, a copy of the NIC (national identity card) of the company’s head or director is required.
If the registrant’s name does not match the officially used emblem (i.e. on company letterhead), an affidavit is required with proper legal format mentioning the official authorization. The affidavit must meet the legal formalities — stamp paper worth Rs.100, attested by the oath commissioner.

E-mail verification
1E-mail verification from the present domain owner or agent is also needed. They would then be asked for consent for the domain transfer.
2The transferee will then be asked to accept the incoming domain transfer request.
